President Kh.Battulga consents fourteen ministerial candidates

Ulaanbaatar /MONTSAME/ President Kh.Battulga responded with a letter of consent to Prime Minister U.Khurelsukh on the composition of his Cabinet on October 17.

Following his meeting with the 15 Ministerial candidates in the State House, the President handed over the letter of consent to the Prime Minister and wished him success.

In his letter, the President emphasized the functional difference between parliament and cabinet set out in the Constitution of Mongolia. “I regret that your decision to compose the Cabinet fully with members of the Parliament contradicts a constitutional principle,” he said.

The President also pointed out that the Mongolian people expect the Prime Minister to restore justice, eliminate bureaucracy and ensure balance between the powers of government branches.

“As the Head of State of Mongolia, I believe that the Cabinet must demonstrate productivity and stability, and fulfill its action program. In this regard, it is suitable to remind you of some actions reflected in the Mongolian People’s Party’s action plan for the 2016 General Elections,” the President continued.

As the President pointed out, the MPP action plan’s Chapter Four comprises certain statements such as “the gap between powers of Parliament and the Cabinet has faded”, “we will optimize the distribution of power in government and distinguish between the direction of legislative and executive powers” and “we will limit double appointment of a member of Parliament as member of Cabinet”.

“It is my belief that an individual with certain interest in mining business is unfit to work in the Cabinet,” said the President, expressing his disapproval of the appointment Ch.Khurelbaatar as Minister of Finance.

As such, the President approved the other 14 candidates for ministerial posts.

Meanwhile, the Democratic Party Group in the Parliament met in the State House today to conclude that it disapproves of the composition of the new Cabinet.
