Government to Prioritize Reform of ‘Zamiin-Uud Free Zone’

Ulaanbaatar, January 11, 2026 /MONTSAME/. Prime Minister Zandanshatar Gombojav visited Zamiin-Uud soum of Dornogobi aimag on January 11, 2026, and reviewed the operations of the Zamiin-Uud Free Zone.
The Prime Minister concluded that the Free Zone’s performance remains inadequate and instructed its management to develop strategies and planning aligned with international practice, regional characteristics, and the zone’s comparative advantages.
Since 2004, 104 enterprises have registered in the Free Zone, but only 15 currently operate. More than 400 people and over 600 vehicles pass through the zone each day. The Free Zone generated USD 3.6 million in sales in 2025.
Between 2011 and 2017, four infrastructure packages, including a heating plant, a wastewater treatment facility, and related networks, were constructed using concessional loans from the People’s Republic of China. However, Free Zone officials noted that these facilities have remained unused for nine years due to the lack of clarity over responsibility and timing for testing and commissioning.
Effective use of the installed infrastructure would reduce costs and create a more comfortable operating environment for residents and enterprises. At present, businesses in the Free Zone rely on electricity for heating.
