AI-Based Smart Cameras Begin Detecting Traffic Violations

Ulaanbaatar, January 16, 2026 /MONTSAME/. Since January 1, 2026, over 400 thousand traffic violations have been detected by artificial intelligence-based smart cameras in Ulaanbaatar.
Starting from this month, violations of Article 10.5 of Mongolia’s Traffic Rules – “Improper lane use and positioning while driving” – are being detected and penalized with the help of an artificial intelligence – based surveillance camera system.
Head of Traffic Management and Control Department at the Ulaanbaatar
Traffic Control Center, N. Namuu, said, “We started installing cameras at intersections
and road crossings from 2024 and completed the installation by February, 2025. Until
the end of 2025, we sent 25 million messages to the cell phones of citizens,
cautioning them about their traffic violations. The data show that drivers are
recognizing their mistakes and that overall conditions are improving. In 2025,
an average of 82,000 traffic violations were recorded per day, whereas the
figure has now decreased to 65,000 violations per day. At intersections, more
than 10 types of cameras are installed to take photos and record video,
capturing comprehensive information from all directions. Although it may appear
to the public that a single image is used as evidence, video footage is also
stored in the system. These materials are reviewed by authorized officials. We
had previously worked on introducing countdown timers for traffic lights.
However, serious accidents have occurred when drivers rush to make it through
the intersection within the last few seconds. For this reason, we did not
expand the use of timers. Currently, countdown timers are installed at 10
locations.”
Director of the Ulaanbaatar Traffic Control Center, Khuvizaya Ch., said, “There has not been a single case in which a citizen was
fined for yielding the way to an ambulance, fire engine, emergency response
vehicle, or police car. This is because footage from all surveillance cameras
operating at intersections is reviewed and verified by authorized officials
before any fine is issued. No penalties are imposed in cases where drivers give
way to others or maneuver to avoid traffic accidents. Likewise, no violations
are detected or penalties imposed at intersections or roads that do not meet
required standards. Over the past two years, many roads have been renovated,
with corresponding improvements made to road signs and markings.”
Using artificial intelligence – based smart cameras,
violations are detected for the following offenses:
- Driving
against traffic flow
- Crossing
lane markings
- Running
a red light
- Making
turns in violation of road signs and markings
- Driving
in lanes designated for public transport
- Improper
lane positioning
- Crossing
solid white lines, among others.
