Agreement Reached to Raise Salaries for Doctors and Health Workers

Ulaanbaatar, November 14, 2025 /MONTSAME/. Amid sustained advocacy by health professionals, trade unions, and affiliated health sector organizations – and following a period of open and constructive dialogue with government stakeholders – a Supplementary Agreement to the 2024-2026 National Tripartite Agreement for the Health Sector was formalized on November 13, 2025.


The Agreement was signed by Minister of Health Chinburen Jigjidsuren, Chairperson of the Mongolian Health Workers Union Narantuya Chagnaa, and President of the Mongolian Private Health Organizations Association, Zorigoo Sh,  reaffirming a shared commitment to strengthening the health workforce and promoting equitable and sustainable sectoral development.  


Pursuant to the agreement, a phased increase in base salaries of doctors and health sector personnel was approved. In line with the Government Resolution, the base salary of employees classified under the Public Service – Health, Public Service – Professional, and Public Service categories will be incrementally raised, reaching MNT 3,000,000 by the end of 2026, according to the following schedule:

  • 30% increase effective January 1, 2026
  • 9% increase effective August 1, 2026
  • 9% increase effective September 1, 2026
  • 9% increase effective October 1, 2026
  • 9% increase effective November 1, 2026
  • 9% increase effective December 1, 2026

Effective January 1, 2027, the base salary will be further increased to MNT 3,500,000.


The Mongolian Health Sector Trade Union emphasized that the cumulative 75% increase in base salary within a single year represents a historic achievement in enhancing the professional standing and social protection of Mongolia’s healthcare workforce.
