Discussion Held on Amendments to School Patrol Regulations

Ulaanbaatar, February 10, 2026 /MONTSAME/. A working group responsible for drafting proposals and conclusions to improve the implementation of the “Regulations on the Operation of School Patrols,” approved by the Presidium of the Ulaanbaatar City Council in 2015, held its first meeting.


According to the Ulaanbaatar City Council, a total of 1230 emergency calls involving children injured in road traffic accidents were registered nationwide via the policy emergency number 102 in 2024. The figure decreased to 948 in 2025. The majority of these accidents occurred in the capital city, particularly in areas surrounding general education schools.


As of November 2025, road traffic accidents near the schools in Ulaanbaatar involved 376 children as pedestrians, 98 while traveling in motor vehicles, and others while riding bicycles or electric scooters. By district, 148 incidents were reported in Bayanzurkh, 126 in Khan-Uul, 102 in Songinokhairkhan, 92 in Sukhbaatar, 88 in Bayangol, and 50 in Chingeltei district. Currently, more than 1800 parents and guardians are working in two daily shifts as part of the “school police” parent patrols at 332 general education schools in the capital.    


In accordance with a directive on measures to prevent children from road traffic accidents, 39,471 warning signs have been installed at 1,383 locations across 332 general education schools and 613 kindergartens in Ulaanbaatar.


Although relevant organizations are implementing these measures, officials stressed the urgent need to amend regulations related to “school police” and traffic safety risks around schools. Proposed changes include strengthening control of paid “school police” services, clarifying relevant regulatory provisions, enhancing measures to prevent child abduction, and extending the current half-day paid leave granted to parents serving as school patrols to a full-day paid leave.
