Draft Resolution on Development Plan of Mongolia for 2026 Submitted

Ulaanbaatar, May 1, 2025 /MONTSAME/. First Deputy Prime Minister and Minister of Economy and Development of Mongolia Gantumur Luvsannyam submitted a draft Resolution of the State Great Khural on Approving the Development Plan of Mongolia for 2026 to Chairman of the State Great Khural Amarbayasgalan Dashzegve on April 30, 2025.
The draft Resolution was developed in accordance with the “Regional Development Policy,” ‘Human Development Policy," "Economic Policy,” and “Governance Policy Upholding Human Rights” of the Government’s 2024-2028 Action Program. First Deputy Prime Minister Gantumur underscored that the central focus of the Development Plan of Mongolia for 2026 is to ensure “economic freedom” consistent with the conscience of “people-centered” development. Within this framework, reforms will be implemented in budget expenditures, civil service, national wealth fund, and the governance of state-owned enterprises, all of which are aimed at reducing poverty.
Development Plan of Mongolia for 2026:
Under the “Regional Development Policy,” economic freedom shall be facilitated under the specific characteristics of each region.
Under the “Human Development Policy,” the focus shall be on reducing poverty and inequality, and on fostering an educated, healthy Mongolian citizen.
Under the “Economic Policy,” reforms shall be carried out to improve the business environment and to foster a free economy aligned with the principles of people-centered development.
Under the "Governance Policy Upholding Human Rights," artificial intelligence shall be integrated at all levels of government to establish public services that prioritize citizens.
The successful implementation of these four priority policies is projected to maintain economic growth at 6.0 percent in 2026, increase GDP per capita to USD 8,090, and reduce the poverty rate by 5 percent.
