Government Organizations to Become More Open and Accountable

Ulaanbaatar, February 5, 2026 /MONTSAME/. During its regular session on February 4, 2026, the Government of Mongolia approved updated regulations on “managing official websites, publishing, updating, and monitoring open and transparent information in digital form, and rules on ensuring transparency of open details, setting transparency indicators, and conducting evaluations.”
The Government has introduced gov.mn, a unified government portal, to reduce costs associated with each state institution developing separate websites and to enable citizens to access information from a single source. Through this website, compliance with legal requirements for publishing open information is monitored and evaluated in coordination with the shilen.gov.mn open information system, and the transparency of state institutions is assessed using the Transparency Index.
The
updated regulations establish uniform standards for managing government
websites, clarify information security and oversight mechanisms, shift
transparency assessments to digital and automated formats, and create
conditions to effectively guarantee citizens’ right to search for and obtain
information. According to the Media and Public Relations Department of the State
Great Hural, implementation
of these regulations will strengthen public oversight of government operations
and reinforce the foundations of transparent, open, and responsive governance.
