Draft Law on Freedom of Assembly and Demonstration Submitted

Ulaanbaatar, January 24, 2025 /MONTSAME/. Minister of Justice and Internal Affairs of Mongolia Altangerel Oyunsaikhan submitted a draft Law on the Freedom of Assembly and Demonstration to Chairman of the State Great Khural (Parliament) of Mongolia  Amarbayasgalan Dashzegve oJanuary 24, 2025.

 

Minister Altangerel noted that the draft Law is formulated considering a public hearing on the implementation of the Law on the Procedure for Organizing Demonstrations and Assemblies and certain issues included in the draft Law on Amendments to the Law on the Procedure for Organizing Demonstrations and Assemblies, initiated by some members of Parliament.

 

The draft Law ensures the right to gather, protest, and demonstrate on any issue, abolishes the current system of requiring permission to assemble, and lifts restrictions placed on informing and reporting on demonstrations and gatherings. It also outlines that spontaneous demonstrations should be recognized as if they were notified and changes the authorized entity to receive notifications, respond to them, and officially disperse illegal demonstrations or assemblies from the Governor or other political officeholders to the law enforcement agency and the relevant Governor’s Office.
