Ulaanbaatar Declaration, Asian Regional Plan adopted at AMCDRR 2018

The AMCDRR 2018 closed today, on July 6 with adoption of outcome documents including ‘Asia Regional plan for Implementation of the Sendai Framework for DRR 2018-2020’, ‘Ulaanbaatar Declaration’ and ‘Statement of Voluntary Commitment of Stakeholders’.
Head of the National Emergency Management Agency (NEMA), Major-General T.Badral and UNISDR Regional Director of the Asia Pacific Loretta Hieber Girardet introduced the outcome documents. The most frequently discussed issues including prevention, long-term planning and multistakeholder approach were embodied in the two key documents.
Afterwards, a press conference on the outcomes of the AMCDRR 2018 was held with the participation of Deputy Prime Minister U.Enkhtuvshin, UN Secretary-General’s Special Representative for Disaster Risk Reduction Mami Mizutori and Minister for International Development and the Pacific of Australia, Senator the Hon. Concetta Fierravanti-Wells. Mr. U.Enkhtuvshin emphasized again the importance of prevention, planning and close cooperation between the stakeholders, citing examples of some countries that have 30-year long-term strategy on disaster risk reduction.
Australian Minister Ms. Concetta Wells also highlighted the importance of prevention actions. “The studies show that USD 1 invested in prevention saves up to USD 15-17 of infrastructure losses,” she said. She noted that prevention activities on disaster risk reduction is crucial to achieving Sustainable Development Goals as well.
Ms. Mami Mizutori emphasized the symbolism of topic of the videos that were selected in the video contest. “The best videos addressed excessive heat and dzud (harsh winter) issues. These disasters are triggered by the climate change and it seemed like a reminder for us to focus on this issue,” she said.
In addition to final documents of the conference, cooperation agreements on disaster risk reduction were concluded with Vietnam and Kyrgyzstan. The parties agreed to focus on information exchange system during disasters.
The next Asian Ministerial Conference will be hosted by the Government of Australia in 2020.
