Chairman of the State Great Khural of Mongolia Visits Chinese Academy of Personnel Sciences

Ulaanbaatar, February 28, 2025 /MONTSAME/. During his official visit to the People’s Republic of China, Chairman of the State Great Khural (Parliament) of Mongolia Amarbayasgalan Dashzegve visited the Xiaomi Electric Vehicle Factory in Beijing, the Chinese Academy of Personnel Sciences, and the Jinhuinun Professional Agricultural Cooperative. 

Beijing, the capital of the People’s Republic of China, is striving to establish itself as a global technology hub by actively developing numerous startup and innovation centers. The Speaker of the Parliament of Mongolia visited one of these centers, the Xiaomi electric vehicle factory, which has been engaged in the smart electric vehicle industry since March 2021. The Xiaomi plant manufactures 40 electric vehicles per hour, utilizing artificial intelligence and robotics in its manufacturing processes and creating environmentally friendly vehicles. 

Chairman Amarbaysgalan Dashzegve emphasized that Mongolia attaches importance to high-tech development and artificial intelligence cooperation in its trade and economic cooperation with China. During the official talks between Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve and Chairman of the Standing Committee of the National People’s Congress of China Zhao Leji, Chairman Amarbayasgalan expressed Mongolia’s interest in joining the electric vehicle production supply chain in collaboration with China. 

Moreover, the Mongolian delegation led by the Speaker of the Parliament of Mongolia visited the Chinese Academy of Personnel Sciences. The two sides exchanged views on China’s human resource policies and effective practices for managing civil service personnel. Chairman Amarbaysgalan highlighted Mongolia’s ongoing efforts to establish a skilled, stable, and capable civil service, with the goal of elevating public administration to international standards. The Chairman expressed willingness to learn from China’s experience in integrating digital technology and artificial intelligence into human resource management.

The People’s Republic of China focuses on training specialized and talented individuals for public service. The country uses artificial intelligence and digital tools to streamline personnel management and prepares skilled professionals for major national and international projects through targeted short-term training programs. The Chinese Academy of Personnel Sciences operates under the Ministry of Human Resources and Social Security and plays a vital role in conducting research, providing policy recommendations, and advising the Chinese Government on human resource strategies.

Furthermore, the Mongolian delegation toured the Jinhuinun Agricultural Professional Cooperative. This Cooperative, which unites 207 households, focuses on the production of fruits and vegetables. It has a registered capital of CNY 2.3 million and assets exceeding CNY 10 million, including more than 380 agricultural greenhouses. In addition to supporting its members, the Cooperative extends its services to 500 non-member households and provides training to over 2,000 farmers annually.

With an annual production value of CNY 15 million, the Cooperative allocates 60 percent of its profits to sales revenue and 40 percent according to members’ contributions. Each member receives an average annual dividend of CNY 8,000. The Cooperative continuously integrates new technologies and innovations into its operations and maintains a collective approach to all activities. Looking ahead, Jinghuinong aims at aligning its operations with national policies that promote balanced urban and rural development by expanding its membership, enhancing management practices, and adopting advanced technologies.
