Ulaanbaatar, September 15, 2025. /MONTSAME/. The www.D-GOV.mn digital system, announced to be implemented by the Government, launched and
began fully operating on September 11, 2025.
The digital system provides a platform for tangibly supporting citizens’
participation in state policy by including citizens’ popular suggestions, initiatives,
and solutions in the Cabinet’s meetings, decision-making, and discussions.
Specifically, the Government will deliberate on improving the quality
and accessibility of public services if a proposal receives support from more
than 20,000 citizens.
If over 50,000 citizens support a proposal, the issue will be considered
for policy and decision-making changes.
Should the number of supporting citizens exceed 100,000, the matter will
be reviewed and discussed at the level of legislation, national policy, and
strategic planning.
