Mongolia and China to Deepen Comprehensive Strategic Partnership

Beijing, February 26, 2025 /MONTSAME/. Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve is paying an official visit to the People's Republic of China on February 24-27, 2025.


On February 25, Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve and Chairman of the Standing Committee of the National People’s Congress (NPC) of the People’s Republic of China Zhao Leji held an official meeting.


Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve expressed satisfaction with paying his first foreign visit since assuming the post of Chairman of the State Great Khural to China, Mongolia’s eternal neighbor. The Speaker also conveyed greetings of President of Mongolia Khurelsukh Ukhnaa to President of the People's Republic of China Xi Jinping and Chairman of the NPC Standing Committee Zhao Leiji. Highlighting the pivotal role of inter-parliamentary relations and cooperation in the Mongolia-China Comprehensive Strategic Partnership, the Speaker expressed his satisfaction with the traditionally friendly relations between the two parliaments, as well as their active reciprocal visits and collaboration.


Welcoming Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve, Chairman of the Standing Committee of the National People’s Congress of the People’s Republic of China expressed his satisfaction with the active and deepening relations and cooperation with Mongolia, China's good neighbor connected by mountains and rivers, in all sectors in recent years. Mr. Zhao Leiji noted that the frequency of high-level visits, talks, and meetings between the two countries has been increasing, and mutually beneficial trade and economic cooperation has been expanding, aligning the strategic development goals of the two countries.  The Chairman of the NPC Standing Committee expressed his commitment to actively working towards the stable development of the Comprehensive Strategic Partnership between the two countries.


The 5th Session of the Regular Meeting Mechanism between the State Great Khural of Mongolia and the National People’s Congress of the People’s Republic of China was held in 2024, which marked the 75th anniversary of diplomatic relations between the two countries and the 10th anniversary of the Permanent Inter-Parliamentary Meeting Mechanism. Mongolia will host the next session. Under this mechanism, the two sides exchanged views on best practices and experiences in leveraging information technology and advanced technologies to monitor the implementation and enforcement of laws enacted by the supreme legislative body and to enhance citizen participation in legislative activities.

 

Speaker of Parliament Amarbayasgalan emphasized that the Parliament of Mongolia follows a "Three Perfections" policy to ensure that the laws of Mongolia uphold human rights, contain comprehensive regulations, and are regularly updated to meet current needs. Speaker Amarbayasgalan proposed further deepening the coordination of the strategic development between the two countries and advancing cooperation in infrastructure, port development, renewable energy, agriculture, advanced technology, and environment. To coordinate the development policies of Mongolia and China, the two parties exchanged views on reflecting major projects to be jointly implemented by the two countries in China’s 15th Five-Year Plan, which is expected to be approved next year.


In connection with the Agreement between the Governments of Mongolia and the People's Republic of China on cooperation in infrastructure, including the construction of the Gashuunsukhait-Gantsmod cross-border railway, the expansion of coal trade, and the enhancement of the Tavan Tolgoi Coal Mine's capacity, the two sides discussed the steps to submit the relevant law to Parliament for approval in the near future and to begin construction work. In this regard, the two Chairmen discussed the issues of connecting ports, such as Shiveekhuren-Sekhee, Khangi-Mandal, Bichigt-Zuun Khatavch simultaneously, as well as the expansion of the Bulgan-Takashiken port, the establishment of a second trade and economic port in the western region, addressing the isolation of the population in the region from the market, and the creation of a market of more than 30 million people in the region of Russia, Mongolia, and China.


Mongolia's regional development policy reads that the western region will be developed as an energy center and the Gobi region as an energy sub-center. To increase renewable energy sources, attract investment, and create a reliable energy supply, the two parties expressed their position on the possibility of building large-scale solar and wind renewable energy plants in the studied areas and exporting electricity to China as well as on new areas of cooperation. 


Speaker Amarbayasgalan expressed Mongolia's readiness to join the Chinese electric vehicle value chain as part of the cooperation in high-tech development and artificial intelligence. Additionally, the two sides discussed ways to export wheat and flour from Mongolia to China and increase the export of primary processed livestock products. This would help boost the income of herders and farmers and integrate livestock and agricultural products into the economic circulation.


Chairman of the NPC Standing Committee Zhao Leiji emphasized that the two countries aspire to deepen mutually beneficial cooperation, strengthen the coordination of strategic development, expand cooperation in traditional sectors, including mining, energy, and infrastructure, as well as seek new opportunities in the digital economy and green development. Mr. Zhao Leiji also expressed willingness to expand relations and cooperation between the Standing Committees and friendship groups in the Parliaments of the two countries, and local self-government bodies, and intensify the exchange of experiences.
