Parliamentary Resolution for Establishing Green Financing System Approved

Ulaanbaatar, June 20, 2025 /MONTSAME/. The State Great Khural has approved the draft Resolution “On Measures to be Taken to Establish a Green Financing System and Improve the Legal Environment” developed by the Working Group established by Order No. 85 of 2024, issued by the Chairman of the State Great Khural.
This Resolution
was developed based on multi-stakeholder discussions and calculations and aims
to reduce air pollution in the capital and urban areas, create a healthy living
environment for citizens, and incorporate the green financing system into state
policy. One of the most important factors in reducing air pollution is reducing
heat loss in gers and buildings, that is, living in well-insulated and
low-heat-loss homes. With the approval of this Resolution, citizens will be able
to get subsidized loans for the insulation of their gers and buildings
and heating with electricity or renewable energy as well as benefit the tax
breaks similar to purchasing a new apartment.
The reduction of real
estate tax by up to 50 percent when selling energy-efficient,
“BestGER”-qualified houses and the opportunity to purchase various heating
devices and insulate homes subsidized loans are anticipated to encourage
citizens to contribute to reducing air pollution.
The Working Group estimated
that if all houses in the capital’s ger districts are insulated meeting
the standards, air pollution in Ulaanbaatar can be reduced by 50 percent by
2028 and up to 80 percent by 2032. Measures to be taken under the Resolution include,
-Creating long-term,
interest-subsidized green loans, spending at least 80 percent of the loans for
insulation, smoke-free heating devices, and renewable energy solutions;
-Designing state-owned
schools and hospitals confirming green building criteria,
-Reformulate the
implementation of the “10,000 Solar Roofs” program and make every household an
energy producer.
The Government and the
Bank of Mongolia are responsible for reporting the progress and results of the
implementation of the Resolution to the relevant Standing Committees of the State
Great Khural in the first quarter of each year, while the Standing Committee on
Environment, Food, and Agriculture and the Standing Committee on Economics are
responsible for monitoring.
