MPP: ‘Development Program Will Be Implemented Through Result-Based Methods’

Ulaanbaatar, November 11, 2025 /MONTSAME/. The Mongolian People’s Party caucus in the State Great Khural (Parliament) of Mongolia discussed the draft Resolution submitted by the Government on “Approving the Five-Year Development Policy Guidelines of Mongolia for 2026-2030” at its meeting on November 10, 2025.

 

The First Deputy Prime Minister and Minister of Economy and Development of Mongolia, Uchral Nyam-Osor, presented the draft Resolution. The policy guidelines were formulated in line with the “Vision 2050” long-term development policy and the Government’s Action Program for 2024-2028.

 

Deputy Prime Minister noted that, in accordance with the Law on Development Policy and Planning, the document has been prepared based on scientific evidence, aligned with public opinions, and grounded in the principles of coherence and integration throughout the planning and implementation stages, with unified actions and evaluation. The document consists of eight policy directions: Human Development; Social Development and National Shared Values; Economic Growth and Infrastructure Development; Environment and Green Economy; Governance and Digital Transformation; Regional Development; National Competitiveness; and Science, Technology, and Artificial Intelligence.

 

Within these areas, 10 national-level outcomes, 35 sectoral outcomes, 85 outcomes for budget governors, and 200 program-level outcomes have been defined. The Government stated that the development program will be implemented using a results-based methodology.

 

With the adoption of the Law on Development Policy and Planning in 2020, Mongolia approved its Five-Year Development Policy Guidelines for the first time. In accordance with the legal requirement to submit the next five-year development guidelines to Parliament two months before the current document expires, the Government has now developed and submitted the draft of the “Five-Year Development Policy Guidelines of Mongolia for 2026-2030” to the Parliament.
