Government Launches D-GOV.mn System to Incorporate Citizens’ Initiatives into Decisions

Ulaanbaatar, September 10, 2025 /MONTSAME/. The Government has introduced the D-GOV.mn electronic platform is designed to collect proposals from citizens and civil society organizations, and to facilitate online discussions during the policy planning and decision-making process.


Proposals submitted by citizens or legal entities on the D-GOV.mn platform will remain online for at least 30 days. If supported by 20,000-100,000 citizens through electronic voting, the proposals will be included on the agenda of the Government's sessions for deliberation. By using this system, public participation can be directly reflected in Government policies and decisions. The platform will also provide open tracking of how eligible citizen proposals are addressed.


The Government’s ‘11-11’ center currently handles citizens’ petitions and complaints, while the E-Mongolia system delivers public services digitally. The newly launched D-GOV.mn differs in that it is specifically intended to integrate citizens’ initiatives into Government decisions. Thus, it is designed to enhance public participation, improve the quality, accessibility, and efficiency of public services, and encourage innovation.
