Cabinet Reviews Preparations for 2025–2026 Winter and Spring

Ulaanbaatar, October 16, 2025 /MONTSAME/. At the regular session of the Cabinet of Mongolia on October 15, 2025, members of the Government presented updates on preparations for the 2025–2026 winter and spring season.

Choijilsuren Battogtokh, Minister of Construction and Urban Development
Bat-Amgalan Enkhtaivan, Minister of Road and Transport Development
Delgersaikhan Borkhuu, Minister of Environment and Climate Change Batbaatar
Bat, and Governor of the Capital City and Mayor of Ulaanbaatar Nyambaatar Khishgee
delivered reports.
The
Cabinet instructed governors of aimags and the capital city to accelerate the
accumulation of emergency reserves of hay and fodder at the aimag, soum,
district, and city levels and ensure full readiness by October 2025.
Additionally,
the Cabinet assigned the Ministry of Energy to intensify winter preparedness
measures and complete all planned work within the scheduled timeframe. The
Ministry of Road and Transport Development was tasked with taking necessary
precautionary measures to ensure normal operating conditions and road safety on
national and international road networks, and the winter preparations.
According
to a preliminary dzud risk map, 3 percent of Mongolia’s territory is
expected to face very high risk, 22 percent high risk, 21 percent moderate
risk, 26 percent low risk, and 28 percent very low risk during the upcoming
winter.
The
Information and Research Institute of Meteorology, Hydrology and Environment
developed the dzud risk forecast based on ground observations and
satellite data, including drought conditions, pasture growth during summer,
pasture carrying capacity for winter–spring 2025–2026, pasture biomass, air
temperature anomalies compared to long-term averages, snow cover and depth, and
the preliminary forecast of air temperature and precipitation for November.
