Prime Minister Orders Research on Possibilities of Increasing Teachers’ Salaries to MNT 3.5 Million

Ulaanbaatar, October 9, 2025 /MONTSAME/. Prime Minister of Mongolia Zandanshatar Gombojav met with representatives of the Federation of Mongolian Education and Science Unions on October 8, 2025.
Prime Minister Zandanshatar Gombojav provided information on the economic situation and the budget. Current expenditures were planned to adhere to the legal limit of not exceeding 24 percent of GDP for budgetary spending. In the draft state budget for 2026, the Government has included increasing investment in the education sector by twofold and increasing variable expenditures by MNT 100 billion. Since the draft budget for the coming year has been submitted to the State Great Khural, other potential sources are being sought to further increase the necessary funding for the education sector, the Prime Minister said.
For instance, it is possible to raise funding and resolve pressing issues by bringing the Borte mining into economic circulation. The Prime Minister highlighted that the draft resolution regarding this has been submitted to the State Great Khural. He stated that if this resolution is approved, it will be possible not only to increase salaries but also to address the social issues of teachers.
The Federation of Mongolian Education and Science Trade Unions is demanding that teachers’ basic salary be increased to MNT 3.5 million. The Ministry of Education calculated that increasing the basic salary to this amount would require MNT 3.3 trillion annually. In other words, a total of MNT 6.1 trillion would be required annually just to increase the basic salary. The sector’s Minister stated that since the state budget lacks this capacity, it is possible to increase teachers' salaries in phases, aiming to raise the basic salary to MNT 3.5 million by 2028.

meeting the possibility of raising teachers' basic salary to MNT 3.5 million by
increasing it to MNT 1.85 million from January 1, 2026, and to MNT 2.5 million
from the second half of the year. Furthermore, he stressed the necessity of
developing a proposal to reform and improve the wage structure for employees in
the education sector.
