President drafting three bills for Parliament spring session

Ulaanbaatar /MONTSAME/ President Kh.Battulga has called for policymakers’ attention on a number of timely issues in his speech at the opening of the spring session of Parliament.

In his speech, President Kh.Battulga highlighted the series of meetings he held in 8 districts of the capital city and 17 aimags from January 14 to April 1, which engaged 18,200 citizens in total.

The President named the most common problems the Mongolian people raised by classifying the issues in four main categories - 689 complaints and requests related to pensions, welfare, poverty and offshore money caused by unequal distribution of resources; 534 public-service-related requests concerning air pollution, apartment, land privatization, faulty activities of government agencies and problems in health and education sectors; 487 governance-related-requests concerning the functions of the Parliament and the Cabinet, frame of law, justice and the Constitution; and 254 economy-related issues such as debt pressure, expansion of the economy and infrastructure development.

President Kh.Battulga demanded accountability from the Parliament and the Cabinet and said, “The chief of the Independent Authority Against Corruption lacks will in handling the matter of offshore money. I will turn to the Parliament regarding his replacement in the near future.”

The President formally announced the drafting of an amendment to the Criminal Code on restoration of capital punishment for child abuse offenses, citing the increasing incidence of crimes against children and the number of complaints the President’s Office receives regarding capital punishment. “A study shows that 89 percent of the Mongolian people agree with the sentencing of death penalty for child predators. The decision-making process should take account of two factors- the national character and the national interest. As a sovereign state, Mongolia has the right to decide for itself,” the President said.

The President will be proposing two more bills to the Parliament during its spring session - concerning 100 percent reach of Child Allowance benefit and the government purchases of goods and services. The three bills are at the public discussion stage.

The President also mentioned a study report indicating that infrastructure development projects will earn 90.8 percent support from the people, calling for intensification of infrastructure projects.

“I will take active part in the process on the Amendment to the Constitution, which is on the spring session agenda. I will only rely on public opinion regarding this matter so as to turn the Constitution into a Constitution for sustainable development. The Constitution should be amended for the sake of improvement and not for the sake of an amendment,” the President stated.

The President also addressed other issues including competency of public servants, stability of public service, diversification of the economy, technological advancement and innovation, air pollution and appointment of ambassadors.
