Meeting Held with Representatives from OSCE Office for Democratic Institutions and Human Rights

Ulaanbaatar, June 20, 2025 /MONTSAME/. On June 18, 2025, Bayarbaatar Bayarmagnai, Member of the State Great Khural (Parliament) of Mongolia and Chairman of the Standing Committee on Ethics and Order, held a meeting with Yulia Netesova, Chief of Democratic Governance and Gender Unit of the Office for Democratic Institutions and Human Rights (ODIHR) at the Organization for Security and Co-operation in Europe (OSCE) and other OSCE officials.

 

At the beginning of the meeting, Chairman of the Standing Committee Bayarbaatar expressed his gratitude for participating and sharing experiences in the two-day discussion organized among the five parties with seats in the State Great Khural on the topic of fairness of parliamentary and political parties. Emphasizing 2025 as a year of special duty for political parties, he noted that political parties must convene their party conferences and update their party rules in compliance with the newly adopted Law on Political Parties of Mongolia. He stated that, according to the law, the State will provide support to political parties for the first time, significantly contributing to the institutional maturity of political parties.

 

MP Bayarbaatar introduced the history behind the revised adoption of the Law on Political Parties in 2023, informing that the Draft Law on Funding of Political Parties is being jointly formulated with Members of the State Great Khural. He also highlighted that the advice from OSCE specialists is of great importance in the formulation and adoption of this Draft Law.

 

Chief of  ODIHR Democratic Governance and Gender Unit Yulia Netesova extended her gratitude to the management of the Standing Committee on Ethics and Order and the Parliamentary Research and Development Institute for the successful organization of the two-day discussion event on the topic of fairness of parliamentary and political parties,  noting the high-level organization of the discussion.

 

Dr. Yulia Netesova mentioned the great opportunity to study the best and worst practices in the history of democracy, expressing her pleasure to work with a parliament whose goals, plans, and promises are clear. She further noted that the discussion event was energetic and proactive and that the participants of the discussion had the position that certain rules and regulations should be amended.

 

At the meeting, the two sides exchanged views on further cooperating in research, sharing experiences, institutional maturity of political parties, reducing corruption and conflict of interest, and improving transparency. Member of Parliament Enkhtuya Dorjzovd and Director of the Parliamentary Research and Development Institute Bumdari Dagva-Ochir participated in the meeting, reported the Media and Public Relations Department of the State Great Khural.
