Cabinet Approves Establishment of Public Online School

Ulaanbaatar, October 15, 2025 /MONTSAME/. During its regular session on October 15, 2025, the Cabinet of Mongolia approved the establishment of a Public General Education Online School Authorized to Offer International Programs, in connection with the Government’s decision to designate next year as the Year of Supporting Education.
The
school is being launched to eliminate educational
inequality and ensure that every learner has access to quality education regardless of location or time
constraints. It will also provide equal learning opportunities for Mongolian children living
abroad, helping them preserve
their national identity, mother tongue, history, and culture,
while enabling them to continue their studies in Mongolia.
Since
2019, the Ministry of Education has been developing and operating the MEDLE Unified Learning Platform, designed
to support lifelong learning for general education students and create an
integrated library of digital learning content. The platform allows teachers to
develop and upload online content, generating additional income based on usage.
Currently, more than 20,000 educational
materials, including lessons, textbooks, TV classes,
interactive content, virtual laboratories, and digital skills courses, are
available on MEDLE.
To
address challenges faced by high school students in rural areas due to teacher
shortages, a pilot online school program was launched during the 2022–2023
academic year through the Education Information Technology Center, based on the
MEDLE platform. In the 2024–2025 academic year, a total of 17,453 students studied through the online
school. The program helped meet the equivalent capacity needs of 27 traditional high schools, each with 640
student seats.
The
Cabinet instructed Minister of Education
Naranbayar Purevsuren to establish the international online
school in Ulaanbaatar, and to secure funding for the 2025–2026 academic year within this year’s
budget package, as well as to reflect future costs in the annual state budget.
