Negotiations for additional trilateral agreement launches

Ulaanbaatar /MONTSAME/ Negotiations for the 2017-2018 Additional Trilateral Agreement on Labor and Society started on Tuesday.

The Trilateral Labor and Social Agreement was approved by representatives of the Government, the Mongolian Employers’ Federation and the Confederation of Mongolian Trade Unions (CMTU) on January 19 of this year. However, CMTU called for the additional agreement, considering that the Government has not fulfilled its duties/ obligations reflected in the agreement, including raising salary and not lowering protection level of citizens. A labor dispute has been raised regarding this issue and employees in education and health sector made several demonstrations demanding to raise their salary. Therefore newly formed Government urgently has started negotiation for making addition to the agreement.
 

Minister of Labor and Social Protection S.Chinzorig said, “There were 640 thousand citizens in the level of poverty in 2014, while the scope has been broadened reaching to 904 thousand citizens in the poverty level in 2016. Therefore social protection and employment of the population has become pressing issue”. During the negotiation the Government representative intends to discuss many issues, including increasing income of state servants, increase allowance amount and giving allowance to mothers, who are not unemployed taking care of their babies. Salary system of state servants must be changed as it has been in force since 1995. It is already time to shift to a salary system that salary is defined based on work strain/burden, results and skills”. The Minister noted that the previous Government agreed with the International Monetary Fund to not raise salaries of state servants in 2017-2018 and therefore a solution should be sought to resolve the issue without breaching the agreement. The negotiation is considered well-timed as the Government is working on adjustment bill on 2017 State Budget and bill on 2018 State Budget to submit to the parliament this week.



The Mongolian Employers’ Federation is for raising salaries of state servants, however this act should be solved without giving more burden to private sector. “The state is an employer for 183 thousand people. CMTU is for protection of not only state servants but also employees in private sector. There are 42 thousand teachers and doctors in private medical institutions and schools and they are incapable to raise salary of their employees. Therefore the issue should be resolved taking all parties interests in consideration. Otherwise private companies will face risk to be closed” said Kh.Ganbaatar, executive director of the Mongolian Employers’ Federation.
