Draft Law on Amendments to the Law on the State Great Khural Submitted

Ulaanbaatar, June 12, 2025 /MONTSAME/. The draft Law on Amendments to the Law on the State Great Khural of Mongolia was submitted to Chairman of the State Great Khural (Parliament) of Mongolia Amarbayasgalan Dashzegve on June 10, 2025.
The draft Law was
jointly initiated by representatives of all political parties in the Parliament, including Member of Parliament Temuujin Khishigdemberel, Head
of the Mongolian People's Party (MPP) Group in the State Great Khural Munkhbaatar
Lkhagva, Head of the Democratic Party (DP) Group in the Parliament Tsogtgerel Odongerel,
as well as Members of Parliament Batbaatar Bat, Ariunzaya Ayush, Bayarbaatar Bayarmagnai, Nomtoibayar Nyamtaishir, Undraa
Agvaanluvsan, Jargalan Batbayar, Zoljargal Jargalsaikhan, and Enkhbayar Battumur.
The initiators of the
draft Law emphasized that the Prime Minister of Mongolia is responsible for leading
the Government and ensuring the implementation of laws before the State Great
Khural. Per Article 38.1 of the Constitution, the Government is the highest executive
body of the state. They further underscored that the appointment of
the Prime Minister by the State Great Khural and the conduct of governmental
affairs under its direct supervision will be a fundamental expression of parliamentary
principles.
According to the Media
and Public Relations Department of the State Great Khural, the initiators stated that
they formulated the draft Law intending to make principal reforms to prevent
the dissemination of false information to the Parliament, establish legal liability
for violations, and institutionalize a formal “question time” in the Parliament,
during which the majority caucus or the Prime Minister elected from it may be
questioned. This question session is to be organized transparently and based on
the principles of constructive debate.
