Mongolia Updates NDC to Cut Greenhouse Gas Emissions by 30 Percent by 2035

Ulaanbaatar, November 10, 2025 /MONTSAME/. Mongolia aims to reduce its greenhouse gas emissions by 30.3 percent, or 24.7 million tonnes of CO₂ equivalent, by 2035, according to the Ministry of Environment and Climate Change.
The reduction goal is estimated to be achievable by 46.3 percent through improved land use, pasture management, and enhanced forest carbon sequestration, and up to 52.8 percent through the implementation of major emission mitigation measures with international financial and technological support. These commitments are reflected in Mongolia’s updated Nationally Determined Contribution (NDC) 3.0, which was presented to the public during a national forum on November 5, 2025. Achieving the target will require MNT 53.3 trillion (USD 14.8 billion) in funding, to be mobilized through public–private partnerships and international sources.
Over the past
decade, Mongolia has implemented projects worth over
USD 400 million in partnership with the Green Climate Fund. The country also plans
to develop an AI-based national platform
to enhance its climate monitoring, reporting, and verification systems.

Under
Article 6 of the Paris Agreement, Mongolia
is expanding cooperation in the carbon market. A cooperation agreement was established
with Singapore last month, and a similar
agreement with Switzerland is being
prepared for signing at COP30.
The
forum participants emphasized that NDC 3.0 is not only a climate policy
document but also an important tool for economic reform,
green investment, and technological innovation.
The event brought together representatives from government, the private sector,
civil society, research institutions, diplomatic missions, and international
organizations.
