Ulaanbaatar Expands Private-Sector Cooperation as Major Projects Advance

Ulaanbaatar, December 8, 2025 /MONTSAME/. The technical and economic feasibility studies, investment schemes, and implementation business models for the “Ulaanbaatar Metro,” “Ulaanbaatar Tram,” and “Sludge Incineration Plant” projects were presented to businesses, investors, and other stakeholders on December 8, 2025.
According
to the Governor’s Office of the capital, the event aims to advance the
practical implementation of these projects, attract investment, and expand
public–private partnerships.

Mayor and Governor of the Capital City Nyambaatar Khishgee
stated, “In 2026, the capital focuses on strengthening cooperation with private
enterprises and organizations. As part of this effort, we will first reform the
multi-stage permit and oversight systems that hinder business operations. We
will work with the private sector to clarify information required for
participation in major projects announced by the city and to ease tender
requirements for domestic companies. Ulaanbaatar will also cooperate with
financial-sector institutions to attract investment and improve its legal
framework.”
Mayor Nyambaatar added that next year the city will conduct a full valuation of its assets
and begin operating as a financial market player to address capital shortages
faced by the private sector.
