Government to Implement "New Cooperative - Wealthy Herder" Program

/MONTSAME/. During its regular session on April 10, 2024, the Cabinet made
the following decisions:
The Draft
Law on Mitigating the Negative Effects of Climate Change on Traditional
Livestock Husbandry to be Submitted to the Parliament
The
Cabinet discussed the Draft Law on Mitigating the Negative Effects of Climate
Change on Traditional Livestock Husbandry and decided to submit it to the State
Great Khural of Mongolia.
The increased frequency of droughts and dzuds caused by climate change is severely affecting the citizens of local areas. Therefore, to promptly assess
disaster risks and implement measures to improve the livelihoods of herders, the
Cabinet decided to submit the draft Law to the State Great Khural for urgent
consideration in line with the Law on the Procedure of Sessions of the State
Great Khural,
The
draft Law defines measures to enhance the resilience of the livestock industry
against the negative impacts of climate change and to reduce and overcome
risks. Also, the draft Law reflects measures aimed at the sustainable and
efficient development of the livestock industry. It will encourage herders to
voluntarily collaborate and join cooperatives to improve their livelihoods, satisfy
their common needs, and increase the economic returns of livestock products.
In
Mongolia, as of April 8, 2024, 9.6 percent of the total livestock, or
approximately 6.3 million, have perished due to the harsh winter and spring
conditions this year. It signifies the livestock husbandry sector in Mongolia has
faced a disaster that caused losses exceeding the internal economic and social resources
and capabilities.

Amarbayasgalan: Launching the “New Cooperative - Wealthy Herder” Program will Improve
Social Security and Well-Being of Herders
Minister
of Mongolia and Head of the Cabinet Secretariat Amarbayasgalan Dashzegve
introduced the “New Cooperative - Wealthy Herder” Program.
Mr.
Amarbayasgalan noted the draft for the "New Cooperative - Wealthy
Herder" Program was developed, considering that appropriate state policy to
support the development of risk-resistant nomadic, semi-nomadic, and intensive
livestock husbandry, the conducting of livestock production through
cooperatives, and promoting cooperatives in line with Mongolia’s development
plan is the way to reduce the detrimental effects caused by climate change and
help herders have income.
With
the successful implementation of the program, several positive outcomes are
expected. The supply system will be improved, leading to reduced seasonal price
fluctuations for livestock products. It, in turn, will stabilize herders'
income and improve their social security and well-being. Also, the Program will
enhance the ability of the livestock sector to adapt to climate change and
manage risks. Ultimately, this will contribute to the development of
sustainable livestock production that is environmentally friendly, innovative,
and meets green criteria.
