Transition to Issuing Permits Digitally to be Intensified

Ulaanbaatar, March 26, 2025 /MONTSAME/. During its regular session on March 26, 2025, the Cabinet of Mongolia instructed relevant government agencies authorized to issue permits to resolve the issue of granting, extending, suspending, restoring, and revoking permits within the time specified in the Law on Permits, reduce the steps to issue permits, and adopt administrative regulations in compliance with relevant laws.
Members of the Cabinet and Governors of the Capital City and Aimags were tasked to use the “XYP” government information exchange system in receiving requests, verifying attached documents, and making decisions to check whether the permit holder is operating through the electronic payment receipt system, deliver decision notifications to citizens through the “E-Mongolia” system, and integrate public services into the “e-business.mn” platform by May 1, 2025. In addition, the Financial Information Technology Center and the “E-Mongolia” state-financed enterprises were assigned to provide professional and methodological support to these agencies and organizations.
Digitalizing the permit issuance process has resulted, as of March 21, 2025, in the issuance of 76 permits through “license.mn,” 43 through “e-business.mn,” and 116 by authorized organizations using their own systems. A total of 151,746 permit entries have been registered in the centralized permit database. However, 73 permits are still being issued in the traditional paper-based format.
