Shivee-Ovoo Mine to Increase Employee Performance Evaluation by up to 50 Percent

Ulaanbaatar, August 19, 2025 /MONTSAME/. Prime Minister of Mongolia Zandanshatar Gombojav visited “Shivee-Ovoo” JSC on August 16, 2025.
The Shivee-Ovoo mine is a strategically significant brown coal deposit established by the skills of Mongolian geologists and engineers. The mine supplies 28 percent of Mongolia’s total power generation, 50 percent of the coal for the “Thermal Power Plant No.4” JSC, 80 percent for the Amgalan Thermal Power Plant, as well as coal for regional plants and railway operations. This year, it is set to extract and deliver 2.5 million tonnes of coal, of which more than 60 percent of the target has already been fulfilled.
Over its 35-year history, the mine has extracted and sold 45 million tonnes of coal. However, it has recently faced challenges such as debts, shortages of diesel fuel, explosives, and rail wagons. Another major concern has been land subsidence that began seven years ago. A crack one kilometer long and 5–35 meters wide has been identified, and stabilization measures have been taken. Mining operations in the affected zone have been suspended to prevent further expansion of the fissure.
Prime Minister Zandanshatar reviewed the situation at the mine and issued directives to the relevant officials, emphasizing that while profitability and progress are important, human participation is the key factor, and instructed the staff to establish stable working conditions and gradually improve performance evaluations by up to 50 percent. Premier Zandanshatar for the mine’s Executive Director and other officials to develop a comprehensive mining work plan based on thorough research and calculations. Additional instructions included increasing mineral reserves, implementing technical innovations, enhancing operational efficiency, and settling outstanding debts.
Prime Minister Zandanshatar cautioned against accumulating future debt, taking out high-interest loans, and making inefficient or unnecessary purchases. Premier urged officials to act responsibly in financial matters. The Prime Minister highlighted the importance of strengthening procurement oversight, establishing unified standards for acquiring technical tools and equipment, and enhancing overall operational efficiency.
The Prime Minister ordered thorough preparations for the upcoming winter and emphasized the importance of ensuring reliable electricity and heating. To ensure readiness for seasonal conditions, the management of “Shivee-Ovoo” was instructed to complete maintenance of all machinery and equipment before the onset of cold weather and promptly organize the procurement of necessary spare parts. As the supervisory body overseeing the subsidiaries, the management of “Erdenes Mongol” was directed to actively support the implementation of these measures.
Additionally, it was decided that several urgent issues raised by “Shivee-Ovoo” JSC would be discussed at the upcoming regular session of the State Great Khural on August 27, 2025.
