Draft Law on Blood Donation Submitted to the State Great Khural of Mongolia

Ulaanbaatar, April 1, 2025 /MONTSAME/. Members of the State Great Khural (Parliament) of Mongolia Chinburen Jigjidsuren, Batsumberel Natsagdorj, Ariunzaya Ayush, and Aldarjavkhlan Jukov submitted a draft Law on Blood Donation to Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve on March 31, 2025.


The Population Pyramid forecast of Mongolia indicates that the proportion of active donors (aged 24–45) is projected to decline. Consequently, ensuring a continuous supply and adequate stock of blood and blood products has become a matter of critical importance. According to the World Health Organization, of the 171 countries with National Blood Services, 110 have enacted the Blood Safety and Quality Regulations 2005 (BSQR 2005).


According to the Members of Parliament who submitted the draft Law on Blood Donation, the adoption of the law would enhance the sector’s legal framework, improve training and public awareness regarding blood donation, and facilitate progress in rural areas. They also expressed confidence that social welfare provisions and incentives for blood donors would increase, thereby encouraging greater participation. Furthermore, they emphasized that during disasters or public health emergencies, the availability and supply of blood and blood products would be comprehensively addressed.
