Draft Law on Organ and Tissue Transplantation Submitted to the Parliament

Ulaanbaatar, April 1, 2025 /MONTSAME/. On March 31, 2025, Members of Parliament of Mongolia Chinburen Jigjidsuren, Ariunzaya Ayush, Aldarjavkhlan Jukov, and Batsumberel Natsagdorj submitted the draft Law on Organ and Tissue Transplantation to Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve. 


In 2000, Mongolia enacted the Law on Donors, regulating blood donation. Over time, the Law has undergone four amendments and revisions, incorporating provisions on organ donation and organ transplantation treatment. Given recent global advancements in stem cell-based regenerative medicine and embryo transplantation, the initiators of the Draft Law emphasized the necessity for Mongolia’s health sector to adopt and develop these advanced technologies.


Currently, 93 countries perform organ and tissue transplantation procedures, with 90 nations having established independent legislation governing these treatments. If the Organ and Tissue Transplantation Draft Law is passed, it will enhance Mongolia’s legal framework, allowing for the implementation of more effective medical treatments.


Additionally, the draft Law aims at providing Mongolian citizens with access to world-class medical care within the country. It will also establish a clear and well-regulated policy on organ and tissue transplantation from deceased donors, ultimately improving the quality, accessibility, and outcomes of transplantation services.
