New limits set for job positions at Offices of Citizens’ Representative Khurals and Governor Offices

Ulaanbaatar /MONTSAME/. At the regular Cabinet meeting on December 14, a resolution has been approved on updating the structure and the limit for job positions at the Offices of Citizens’ Representative Khurals as well as Governors’ Offices of the capital city, districts, aimags, and soums.
As the issue concerning government organizations’ productivity has been considered as the biggest hurdle in the framework of the New Revival Policy, the Government will begin to make changes starting from itself. Thus, the limit for job positions at the mid- and high-level such as Citizens’ Representative Khurals and Governors’ Offices of aimags, soums, and the capital city are being updated, noted Minister of Finance B.Javkhlan.
Deputy Chief of the Cabinet Secretariat U.Byambasuren said, “With the new changes, the Office of the Citizens’ Representative Khural of the Capital City will have no more than 35 job positions, and the Offices of Citizens’ Representative Khurals of aimags will have no more than 8-12. As for the Offices of Citizens’ Representative Khurals of soums, the staff will be limited to 3-4 while those in the capital city’s districts will vary between 8-21 depending on the district’s population. The Governors’ Offices of aimags will have staff of 34-46 depending on the aimag’s characteristic, territory, population and its economic and industry scope.
Aimag governors have been tasked to carry out a study on the roles of departments and agencies in the aimag and effectively manage the staff avoiding duplicate job positions. The resolution will come into effect from January 1 in the coming year.”
Previously, Citizens’ Representative Khurals used to define the structure and the staff headcount of its Office. However, the Government will now be in charge of setting certain limit as per the new amendments that have been made to the Law on Administrative, Territorial Units and their Governance. With the aforementioned resolution, job positions have been cut by 162.
Highlighting that the
Ministry of Health is carrying out numerous works to make certain changes to
its budgeting, the Finance Minister noted that the financing allocated for the
sectors of healthcare, education, and social protection currently make up 70-80
percent of the state budget. Thus, budget reform refers to changes in the three fundamental
sectors.
