Cabinet Endorses Draft National Strategy on Big Data and Artificial Intelligence

Ulaanbaatar, September 25, 2025 /MONTSAME/. During its regular session on September 24, 2025, the Cabinet of Mongolia heard a presentation by Minister of Digital Development, Innovation, and Communications Batshugar Enkhbayar on the draft National Strategy on Big Data and Artificial Intelligence.
The Cabinet instructed relevant ministers to incorporate the draft strategy’s objectives, measures, indicators, and outcomes into the draft “2026–2030 Five-Year Development Guideline of Mongolia.” The strategy sets out 66 measures under four objectives and 13 approaches to be implemented in two phases between 2026 and 2030. It envisions building an AI ecosystem, developing AI models for the mining, fintech, and environmental sectors for export, introducing AI solutions in priority domestic sectors such as health, education, and agriculture, enhancing state productivity and service quality, and creating a favorable legal environment for international data centers. The strategy aims to increase national competitiveness and position Mongolia among the top ten leading countries in Asia.

- The Cabinet has amended the list of historic events and commemorative days by adding National Cinema Day on October 11 and the day of the National Referendum on October 20 to be observed annually.
- The Cabinet assigned the Minister of Industry and Mineral Resources to present proposals on amending relevant legislation to the Cabinet meeting, following nationwide inspections of the implementation of common mineral resource licenses and the activities of artisanal miners. The measures aim to halt illegal mining operations, hold those responsible for environmental damage to account, ensure land rehabilitation of abandoned or degraded sites, and strengthen coordination among state institutions.
- By its Resolution No. 46 of 2020, the State Great Khural instructed the Government to designate three areas as Natural Reserves and one as a Natural Monument, bringing a total of 19 sites under State Special Protection, and to establish their boundaries. At today’s meeting, the Cabinet has approved the boundaries of these protected areas by excluding overlapping sections with exploration and mining license areas, as well as traditional winter and spring pastures.
- The Cabinet reviewed the midterm monitoring results of the implementation of the Government Action Plan for 2024–2028. In accordance with the Law on Development Policy, Planning, and Its Management, the meeting instructed Cabinet members, governors of aimags and the capital city, and heads of relevant state administrative bodies to take measures to accelerate the implementation of the Government Action Plan, based on the monitoring findings and recommendations.
