New Judges Elected at Mongolia’s Judicial General Council Third Session

Ulaanbaatar, October 13, 2025 /MONTSAME/. The Third Session of the Judicial General Council of Mongolia was held on October 9-10, 2025. During the two-day meeting, members reviewed the activity reports of both the Judicial General Council and the Disciplinary Committee.


The agenda also included an evaluation of issues previously referred to the Supreme Court during the Second Session, along with a presentation of the “Equal Rights and Justice for All” project. This initiative, jointly implemented by the Office of the Commissioner for Federal Judicial Affairs of Canada and Mongolia’s judicial authorities, aims to promote equitable access to justice and drive institutional reform.


As part of the session, voting was held following the introduction of 15 candidates for the position of judge. Each nominee outlined the rationale for their candidacy, shared their professional experience, and responded to questions from participants.


Out of 479 voters, four judges were elected by majority vote to serve on the Judicial General Council of Mongolia:

  • Judge Zolzaya Puntsag, Supreme Court Judge
  • Judge Davaadorj Gooshookhuu, Chief Judge of the Capital City Court of Appeal for Civil Cases
  • Judge Munkhdvaa Magnaibayar, Chief Judge of the Criminal and Civil Court of Appeal of Tuv aimag
  • Judge Janchivnyambuu Osordeleg, Judge of the Bayangol, Khan-Uul, and Songinokhairkhan District Courts of First Instance for Criminal Cases
  • A re-vote was conducted for candidates representing the Court of First Instance, N. Odontuul and L. Ulziijargal. Of the 464 participants, Judge Ulziijargal Lkhagvasuren of the Administrative Court of First Instance was elected by majority vote.

The session concluded with the final wording of draft resolutions being reviewed and formally approved.
