Draft bill on constitutional amendment presented to Parliament Speaker

Ulaanbaatar /MONTSAME/ On May 25, Thursday, a draft bill on Amendment to the Constitution of Mongolia was handed over to Parliament Speaker M.Enkhbold by Member of Parliament D.Lundeejantsan, head of the working group in charge of formulation of the draft bill.
 
In compliance with the Speaker’s Resolution No. 78 issued on May 5, 2017, the working group was formed to draw up a draft bill to amend the Constitution.
 
The working group has analyzed the outcome of Deliberative polling session that took place on April 29-30 to discuss the constitutional amendment in 6 key areas, and thus came up with the draft bill.
 
The 6 key areas concerning the constitutional amendment are as follow:
  • Balancing the powers of Parliament and Cabinet
  • Redefining the rights and duties of President
  • Solidifying politically independent, highly-trained and merited civil service
  • Perfecting the administrative system of Mongolia
  • Strengthening government accountability, discipline and fairness, and improving law enforcement system
  • Enlarging Judicial General Council which is in charge of ensuring judicial independence, and redefining the procedure for appointing judges and Chief Justice
Following a public discussion on the constitutional amendment starting from June 5, the bill will be formally submitted to Parliament in September, reflecting the voices of the general public.
