MCA Mongolia, Water Services Regulatory Commission sign Implementing Entity Agreement

Ulaanbaatar /MONTSAME/. Millennium Challenge Account – Mongolia has signed an Implementing Entity Agreement with Water Services Regulatory Commission of Mongolia (WSRC) to collaborate on the development and approval of the Cost Recovery Plan, a detailed plan to ensure a long-term financial and operational sustainability of water services in Ulaanbaatar.


Ms. Sodontogos Erdenetsogt, CEO of MCA-Mongolia and Mr. Batsuuri Jamiyansuren, Chairperson of WSRC, signed the Implementing Entity Agreement at the event held in Ulaanbaatar. During the event, MCA-Mongolia and WSRC discussed the draft version of the Cost Recovery Plan and exchanged views on further steps.   


The development and approval of the Cost Recovery Plan is one of the conditions precedent to be satisfied by the Government of Mongolia before the Compact enters into force.


WSRC, within its regulatory and planning responsibilities over the operation and maintenance of Ulaanbaatar’s water and sanitation infrastructure, has been playing a leading role in drafting the Cost Recovery Plan.

Millennium Challenge Account - Mongolia is a state-owned enterprise established by the decision of the Government of Mongolia on October 3, 2018, pursuant to Government Resolution No 297 in accordance with Section 3.2 of the Compact to implement the Program under the 350 million USD Mongolia Water Compact signed with the Millennium Challenge Corporation, a U.S. government foreign aid agency.
