Weekly review of parliamentary plenary sessions for April 5-9

April 5, 2021. Members of the State Great Hural Ts.Munkhtsetseg and D.Tsogtbaatar called a press conference regarding the enactment of Law on Legal Status of Human Rights Defenders. The Law will come into force from July 1, 2021. During the press conference, MPs highlighted that Mongolia now becomes the first country in Asia to provide legal protection for human rights defenders.
April 6, 2021. The Standing Committee on Industrialization Policy discussed two issues. First, it was instructed to intensify the construction of refined coal briquette factory at the Khushuut mine in Khovd aimag, which is expected to commence in 2021 and accomplished by 2023 with production capacity of 50-60 thousand tons of refined coal briquette per year. Second, members approved the Committee draft resolution on some measures to implement in the wool and cashmere industry. By approving the resolution, a soft loan of 66.9 billion MNT for the purchase of raw materials would be provided.
April 6, 2021. Chair of the Standing Committee on Budget, MP Ch.Khurelbaatar, met online with Nashida Sattar, Deputy Resident Representative for UNDP Mongolia to exchange views on implementation of the "SDG aligned budgeting to transform Employment in Mongolia" project.
April 6, 2021. Chair of the Subcommittee on Air Pollution Reduction, MP B.Saranchimeg, and the Subcommittee members MP Ts.Tuvaan, MP T.Aubakir worked at the Forest Research Development Center.
April 6, 2021. The Subcommittee on Human Rights reviewed the issue of violations of human rights and freedoms in the armed forces of a state. The issue was discussed due to recent repeated harassment of conscripts under the guise of “military discipline”, and damage to their health and lives. Consequently, the Subcommittee draft resolution on “Recommendations and Directions” was approved by majority of attended members.
April 6, 2021. The ad hoc committee responsible for oversight the implementation of the Parliament Resolution No.92/2019 on “Ensuring the Interests of Mongolia in the Development of the Oyu Tolgoi deposit” was acquainted with current implementation of the project.
April 7, 2021. The Standing Committee on Legal Affairs discussed the President’s partial veto on “Appointment and dismissal of a member of the Constitutional Court” and considered not to accept the veto.
April 7, 2021. The Subcommittee on Voter List and Registration Monitoring was acquainted with preparations for the 2021 Presidential Election of Mongolia hearing reports from affiliated organs such as the General Authority for State Registration and the General Election Commission of Mongolia. The Presidential Election of Mongolia is set for June 9, 2021.
April 7, 2021. The working group, established by the Resolution No.03/2021 of the Standing Committee on Legal Affairs, co-organized an online discussion with the Ministry of Justice and Home Affairs on the revised version of the Copyright Law.
April 7, 2021. The working group members, established under Standing Committee on Education, Culture, Science and Sports, worked at the University of Science and Technology to get familiarize with technological solutions for small-scale sanitation facilities.
April 8, 2021. Chair of the Standing Committee on Legal Affairs, MP S.Byambatsogt called a press conference announcing the names of candidates for non-judicial members of the Judicial General Council and the Judicial Disciplinary Committee.
April 8, 2021. At the plenary session of the State Great Hural it was supported the Standing Committee’s decision not to accept the President’s partial veto on “Appointment and dismissal of a member of the Constitutional Court”.
April 9, 2021. At the plenary session of the State Great Hural, the implementation of the “10 trillion Comprehensive Plan to Protect Health and Recover the Economy” was heard presented by Finance Minister B.Javkhlan. Thereafter, the President of Mongolia Kh.Battulga delivered an address at the plenary session regarding a draft presidential decree on providing the Cabinet with instruction.
