Revised Draft Law on Social Protection of Citizens with Developmental Challenges to be Submitted to Parliament
PoliticsUlaanbaatar, May 15, 2024 /MONTSAME/. During its regular session on May 15, 2024, the Cabinet made two decisions concerning citizens with developmental challenges. The Cabinet discussed the revised draft Law on Social Protection of Citizens with Developmental Challenges and decided to submit it to the State Great Khural of Mongolia, reflecting the recommendations of Cabinet members. Also, Head of the National Olympic, Public Physical Education and Sports Committee Bat-Erdene Badmaanyambuu was tasked with establishing a sports complex with special sports equipment designed for people with developmental challenges.
The adoption of the revised draft Law on Social Protection of Citizens with Developmental Challenges will:
-Establish a classification system for expenditures related to the implementation of laws and regulations concerning the human rights of persons with disabilities and allocate specific budgets to each sector,
-Ensure the implementation of measures aimed at safeguarding the rights and legal interests of persons with disabilities in all sectors while enhancing their access to education, fostering human development, improving economic conditions, and promoting employment opportunities,
-Improve the quality and availability of public services for persons with disabilities,
-Enhance public engagement and elevate the quality and accessibility of services provided by NGOs by establishing clear criteria for NGOs founded by persons with disabilities or NGOs dedicated to safeguarding the rights of persons with disabilities,
-Determine the mandate and organizational framework of governmental administrative bodies focusing on persons with disabilities, bolster their capacities, and enhance inter-agency collaboration and coordination,
-Facilitate the establishment of a developmental center for children with disabilities, outlining the necessary funding to support its operations. This initiative aims at enhancing social protection for parents responsible for the full-time care of children with disabilities,
-Clarify the support and financing mechanism for activities at the developmental center for children with disabilities and enhance social security measures for mothers or fathers who are unemployed due to providing constant care for their disabled children,
-Designate a specific funding source for monetary incentives for athletes with disabilities to mitigate any potential overlap in budget allocations,
-Specify regulations aimed at promoting accessible housing for persons with disabilities, thereby enhancing the quality of social care services pertaining to housing for them,
-Transform the temporary council on ensuring the rights of persons with disabilities into the National Committee for Persons with Disabilities, outlining its operational procedures and functions,
-Eliminate redundancies and fill gaps in current laws while addressing detailed regulations concerning social welfare, education, health, and accessibility as stipulated in the Law on the Human Rights of Persons with Disabilities through other legislation within the sector.
