Mongolia to Collaborate with EBRD in Accelerating Digital Economy

Ulaanbaatar, October 23, 2024 /MONTSAME/. Minister of Digital Development, Innovation, and Communications of Mongolia Baatarkhuu Tsend received Resident Representative in Mongolia of the European Bank for Reconstruction and Development (EBRD) Hannes Takacs on October 21, 2024.


At the meeting, Minister Baatarkhuu underscored that two out of the 14 mega projects in infrastructure and development being implemented by the Joint Government of Mongolia are related to the fields of digital development, innovation, and communications. Mr. Baatarkhuu also noted that a Working Group is focusing on developing the legal framework for big data and artificial intelligence. 


Minister Baatarkhuu expressed gratitude to the EBRD for issuing recommendations on improving the National Identification and Authentication System (DAN), and ensuring its security. Furthermore, Mr. Baatarkhuu noted, “Government agencies in Mongolia are aiming at utilizing the “XYP” and “DAN” to facilitate information exchange, deliver reliable public services to citizens and enterprises, and eliminate paper-based documents. Additionally, the Ministry is planning to establish a drone zone.”


The Ministry of Digital Development, Innovation, and Communications proposed to collaborate with the EBRD in establishing a digital economy in Mongolia and on the “Esign Client” Program Development Project to normalize the use of digital signatures in the coming four years. 


EBRD Resident Representative in Mongolia Hannes Takacs expressed the Bank’s readiness to provide advice on determining the opportunities and challenges in accelerating the digital economy in Mongolia, and to launch the second phase of the EBRD’s technical assistance to Mongolia. Mr. Hannes Takacs noted the potential for collaboration in establishing a data center and ensuring cybersecurity in Mongolia. 


At the end of the meeting, Minister Baatarkhuu expressed his intention to cooperate with the EBRD in creating a joint investment fund that supports Mongolian startup companies.
