Challenges in Judicial Transparency and Media Cooperation

Ulaanbaatar, October 22, 2025 /MONTSAME/. The Supreme Court of Mongolia, in collaboration with the International Development Law Organization (IDLO), a UN observer intergovernmental organization, held a meeting titled “Court Transparency – Media Cooperation” on October 21, 2025.


Zayadelger Sodnomtseren, Head of the Secretariat of the Supreme Court, delivered a presentation on “Court Transparency – Policies and Measures Implemented by the Supreme Court to Ensure Judicial Transparency.”


Solongo Olontumen, Head of the Secretariat of the District Court for Simple Proceedings and Civil Cases, presented on “The Current Situation of the Simple Proceedings Court and Improving Media Cooperation.


During the meeting, journalists raised concerns about courtroom conditions and media access, noting that some courtrooms are poorly lit, microphones are non-functional, and live broadcasts are conducted using substandard technology, often lacking sound or image quality, which undermines efforts toward openness and transparency.


Journalists also pointed out that certain court decisions are missing from the official website, shuukh.mn. In many cases, decisions from first-instance and review courts are published, while those from appeal courts are omitted, or vice versa. Even when review decisions are available, the corresponding first-instance and appeal rulings may be absent.


Additionally, there were reports of police officers, tasked with ensuring the security of courts and judges, violating fundamental human rights in their interactions with journalists.


Participants called on relevant authorities to take specific measures, including:

  • Uploading live broadcasts of high-profile corruption and official cases to the YouTube platform without deletion.
  • Amending court reporting regulations to make them more flexible.
  • Increasing the participation of citizens’ representatives in court sessions.
  • Publishing resolutions, rulings, and case summaries from first-instance and appeal courts in the announcement section of the Criminal and Civil Chambers of the Supreme Court.
  • Disseminating research conducted by the Judicial Academy through official information channels.

The meeting was attended by more than 40 participants, including Supreme Court Judge Battseren Bataa, Head of the Secretariat Zayadelger Sodnomtseren, and associated specialists, Charles Bolland, Resident Representative of International Development Law Organization (IDLO) in Mongolia, representatives of the IDLO, members of the Judicial General Council, officials from the Judicial Academy, heads of court secretariats, public relations officers, NGO representatives, and journalists.
