Herders’ wintering places to be commercialized

Ulaanbaatar /MONTSAME/ Minister of Construction and Urban Development Z.Bayanselenge  Thursday was the guest of the weeky “Hour of Minister” meeting to report on her works.

She said she focused more on "sophisticating of the sector’s legal environment, renovating the engineering pipelines, and improving business environment for construction material productions and apartment and properties’ marketing". "All this has resulted in changes to related regulations and  submitting a draft new wording of Law on Construction".

On the issue of “eight-percent interest loan” (10 percent advance mortgage loan on apartment), being debated by public in connection with the regulations changes, Bayanselenge said the renewed regulations allowed the Ministry to cooperate with Golomt Bank on allocating such loans. “It is possible to build cooperation with other commercial banks”, she noted. The problems can be solved by amending the Law on Immovable Properties, she added.

As of the end of third season of 2015, housing apartments for 17,220 families were commissioned natiowidel a construction is underway for building 20,444 family apartments in the capital city and 8,884 apartments in localities, informed the Minister.

The Ministry will focus on improving land management and on commercializing the lands as immovable properties. In the margin of this, winter quarters of livestock herders have been having official addresses, included in cadastral maps. By doing so, herders will be able to hold the ownership of their wintering places and put them into economic circulation, the Minister said.
