Some businesses, organizations allowed to work during strict lockdown until April 25

Ulaanbaatar /MONTSAME/. On April 8, the government of Mongolia made a decision to impose strict lockdown measures and enter into the Red Level – Level 4 from April 10 to 25 with a view to prevent and contain the spread of community transmission of COVID-19. 


In the Red Level, which is issued in accordance with the government regulation designed for determining the level of COVID-19 transmission and managing the operations of government organizations, citizens are only allowed to leave home for essential purposes such as healthcare services, including vaccination for COVID-19, food, medicine and other necessities, and fuel, drinking water supply, funeral activities and farming. 


Residents are also encouraged to shop in their neighborhoods and no more than 5 people are allowed in any social gathering. Public transport will operate only for employees of essential organizations under limited timetable and restrictions will apply to movement of private vehicles. 


The Red Level regime is announced when individuals and private legal entities, when large-scale community infections of COVID-19 are recorded or the cluster source of 25 percent of newly confirmed cases cannot be identified. 


Businesses and services below are permitted to run their operations during this period of Red Level:


Public service organizations:

  • Special purpose agencies /e.g. emergency management agency, professional inspection agency, armed forces, border protection agency, court decision enforcement agency, border control agency, tax organization, state registration agency, environment protection agency, immigration agency, etc/
  • Healthcare organizations, 
  • Legislative, government and local self-governing bodies /with up to 30 percent of the staff at workplace under time restriction/,
  • State-owned organizations of particular and strategic importance /Foreign diplomatic missions, Ulaanbaatar Railways, Buyant-Ukhaa International airport, UN representative agencies and international organizations, National Data Center, etc. with up to 30 percent of the staff at workplace under time restriction/,
  • Electric heating, water supply, decontamination and sewerage activities
  • Post offices and communications organizations, 
  • Manufacturing, supply, distribution, transportation and sales of refined and enriched coal briquette, 
  • Court and prosecution organizations 
  • Social welfare agencies
  • Bank and financing agencies and stock exchanges
  • Livestock hay and fodder distribution and transportation

Private sector: 


  • Electric heating, water supply, decontamination and sewerage activities
  • Healthcare organizations, pharmacies, medical equipment distribution organizations
  • Gas and fuel supply  
  • Food production, trade, distribution, supermarkets, hypermarkets, minimarkets, grocery stores, wholesale trade, reserve meat and livestock fodder trade
  • Sterilization, disinfection and cleaning services
  • Online banking services, ATM
  • Refined and enriched coal briquettes factories, supply, distribution and sales points
  • Organizations to support the operations of state-owned organizations of particular and strategic importance
  • Post office, communications, media
  • Funeral services
  • Livestock hay and fodder distribution and transportation
  • Online retail services and delivery
