The First Block of Buuruljuut Power Plant Now Operational

Ulaanbaatar, October 7, 2024 /MONTSAME/. Under the Mongolian mid-term development program “New Revival Policy,” the first block of the Buuruljuut Power Plant with a capacity of 150 MW, located in Bayanjargalan soum of Tuv aimag, was put into operation on October 5, 2024.  


Prime Minister of Mongolia Oyun-Erdene Luvsannamsrai visited the facility to view the operations of the Buuruljuut Power Plant, a project implemented through public-private partnerships. For the first time, Ulaanbaatar City issued bonds worth MNT 500 billion, with MNT 300 billion of the generated funding invested in the Buuruljuut Power Plant.  


The Joint Government of Mongolia introduced 14 mega infrastructure and development projects and set a major goal to double the country's economy. For the past three years, the Government of Mongolia has put emphasis on the expansion of port capacity. In the next four years, the Government plans to focus on energy reforms, implementing the majority of 14 mega projects in the mining and energy sectors. The commissioning of the Buuruljuut Power Plant, the largest energy infrastructure development in Mongolia in the last 30 years, marks the beginning of Mongolia’s energy reform for 2024-2028. 




Prime Minister Oyun-Erdene expressed gratitude to the management and technical staff of the Ministry of Energy of Mongolia, the Governor’s Office of the Capital City, “Bodi” Group, and the “Tsetsens Mining and Energy” LLC for the timely completion of the major initiative. 


The Buuruljuut Power Plant will consist of four blocks, each with a capacity of 150 MW. The second block is scheduled to start operations in October 2025, the third in 2027, and the fourth in 2028. Once fully operational, the Power Plant will reliably supply 20-30 percent of Mongolia’s energy needs at a low cost, create 1,040 permanent jobs, and establish a settlement area with over 2,000 residents, including a railway, paved roads, and engineering infrastructure. 


Prime Minister Oyun-Erdene also got acquainted with the work on the 660 MW Thermal Power Plant Project in Bayan soum, Tuv aimag, implemented by the Ministry of Energy of Mongolia and “Kasen Power Green Energy” LLC. Construction of the Thermal Power Plant is set to begin in 2025, while the commissioning is planned for 2028. Once operational, the Plant will be able to supply 3.7 billion kWh annually to the central energy system and additionally generate 100 kJ/h of heat. Thereby, the Plant will be able to fully cover the growing energy needs of Bagakhangai district, Ulaanbaatar, and Bayan soum, Tuv aimag, providing a reliable energy source for strategically significant mineral deposits and industrial projects in the central and southern regions. 


The Government of Mongolia is committed to further promoting private sector involvement in high-efficiency economic projects. Premier Oyun-Erdene called on to cooperate and invest in international and domestic enterprises on energy projects and expressed the Government's commitment to provide all-round support.


In the last two years, the Government of Mongolia has commissioned the 80 MW Battery Storage Power Station, the first large-scale battery storage power station in Mongolia, the 50 MW expansion of the Choibalsan Thermal Power Plant, the 116 MW expansion of the Amgalan Thermal Power Plant, and the expansion of “Songino” substation. 


The Government’s Action Program includes measures to implement a series of projects including the 450 MW Tavantolgoi Thermal Power Plant, the 90 MW Erdeneburen Hydropower Plant, the 310 MW Eg River Hydropower Plant, renewable energy and distributed generation projects as part of the energy reform.
