Academic Conference Held Commemorating the 385th Anniversary of the Capital of Mongolia
SocietyUlaanbaatar, October 28, 2024 /MONTSAME/. An Academic Conference took place at the Chinggis Khaan National Museum of Mongolia commemorating the 385th anniversary of the Capital City of Mongolia and the centennial of the renaming of Capital Khuree to Ulaanbaatar.
The Conference discussed the history of the establishment of the city administration and municipal self-governing body, the origins of the city’s initial districts, recorded residents, and the societal, economic, and cultural changes in the capital between 1921 and the 1930s.
Secretary of the Citizens’ Representative Khural of Ulaanbaatar City B.Batbyamba gave a presentation on “The Historical Development of Local Self-Governance in the Capital.” Mr. Batbyamba underscored, “The Constitution approved by the People’s Great Khural of the Mongolian People’s Republic (MPR) in 1924 laid the foundation of two subjects in the Executive Administrative System of the Capital, which were the Citizens’ Representative Khural of the Capital City and the Governor of the Capital City. In 1949, a law mandated that one representative shall be elected for every 200 people in the City, one for every 30 people in the soum and khoroo, and for baghs, representatives shall be voted from eligible candidates. With the amendments to the Constitution of the Mongolian People’s Republic in 1989, the Capital City’s People’s Deputies’ Khural consisted of 13 members including the Chairman, Deputy Chairman, and Secretary. From that point onward, the Capital City’s People’s Deputies’ Khural began to operate independently from the executive branch.”
Furthermore, Mr. Batbyamba noted that with the new Constitution of Mongolia in 1992, members of the Citizens’ Representative Khural of the Capital City began being elected from the citizens, with elected representatives starting to report their works to the public, and local self-governing bodies overseeing the Khural’s operations.
Since 1992, the Citizens’ Representative Khural has convened nine times. During its term of office, its autonomy and independence have been legally established within the Constitution, further strengthening it as a developed self-governing body, as reported by the City Press Center of the Ulaanbaatar City Citizens’ Representative Khural.
During the Conference, scholars and researchers delivered presentations on numerous topics, including the definition of the Capital City and establishment of municipal administration as outlined in the Constitution of Mongolia, the updates on the nomenclature, population demographics, the first khoroo, local administration, regular publications, the culture of Khuree, and urban planning. Participants include representatives from the Citizens’ Representative Khural of the Capital City, the Working Office, the administration of the Governor’s Office, scholars and researchers from the Institute of History and Ethnology under the Mongolian Academy of Sciences, the National University of Mongolia (NUM,) the Mongolian National University of Education, the Mongolian University of Sciences and Technology, the Chinggis Khaan Institute of Heritage and Culture, the Ulaanbaatar City Museum, the General Authority of Archives, and the Capital Archives Department.
