Mongolia Hosts the "Founder of the Democratic Constitution of Mongolia Chimid Byaraa" International Academic Conference

Under the auspices of Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve, “The Founder of the Democratic Constitution of Mongolia Chimid Byaraa” International Academic Conference was held at the State Palace of Mongolia on December 5, 2024.
The Academic Conference, held in commemoration of the 90th anniversary of birth of Chimid Byaraa, Hero of Labor of Mongolia, People’s Teacher, Honorary Lawyer, was jointly organized by the State Great Khural of Mongolia, the Office of the President of Mongolia, the Constitutional Court of Mongolia, the Supreme Court of Mongolia, the Ministry of Justice and Internal Affairs, the “Chimid Foundation,” the School of Law of the National University of Mongolia, and the Mongolian Bar Association.
The Conference saw the participation of Mongolian statesmen and public figures who formerly served as members of the Government, the State Great Khural, the People’s Great Khural, and the State Lower Khural, prominent representatives and academicians of legal sciences, the National Human Rights Commission, the Judicial General Council, the National Academy of Governance, the Institute of Philosophy of the Academy of Sciences, the National Legal Institute, the Constitutional Law Institute, the Shihihutug University, the Asian Foundation, and the Hanns-Seidel Foundation.
At the opening of the International Academic Conference, Chairman of the State Great Khural Amarbayasgalan delivered a speech, stating, “Chimid Byaraa, who started his career as a herder, a literacy teacher, and a bagh leader, and later, in his early thirties, obtained a law degree from the National University of Mongolia, served as a law professor, Minister of Justice, Chief Justice of the Supreme Court, and Chief Arbitrator. His ideology and teachings, combined with both theory and practice, were shaped by his diverse career. The laws he contributed to, advised on, and helped pass are still known as the “Chimid’s Laws” to this day, demonstrating the enduring lifespan of laws formulated by a true professional’s diligent work. The hard work and dedication of the Founder of the Democratic Constitution, his thoughtful and principled approach to legal matters, his resilience in the face of unsubstantiated criticism, and his ability to stay focused on the main issues at hand can be seen in his works. The Working Group on the Draft Constitution played a pivotal role in introducing and promoting the right solutions for the draft work, performing comparative studies and analysis of the proposals as well as evaluating their coherence and fairness. Chimid Byaraa coordinated these works, providing expert guidance and steering the project in the right direction, and completed the task of submitting the final version of the Draft Constitution with great honor.”
President of Mongolia Khurelsukh Ukhnaa, Prime Minister of Mongolia Oyun-Erdene Luvsannamsrai, and Chief Justice of the Supreme Court Ganzorig Damdin sent messages extending greetings to the Conference. Chimid Byaraa’s daughter, Sainsanaa Chimid, conducts legal research, analysis, and various activities in the field of law to continue and perpetuate her father’s legacy, one of which is this international academic conference organized by the “Chimid Foundation.”
Head of the “Chimid Foundation” Sainsanaa Chimid underscored, “Held since 2013, this Academic Conference was organized as an international event on the occasion of the 80th and 85th anniversary of my father’s birth. Over the years, scholars and researchers from Mongolia, the United States, the Federal Republic of Germany, the Russian Federation, the People’s Republic of China, the Republic of Korea, and Japan have participated in the Conference. This year, guests from the United States and Germany are presenting as speakers.”
At the session of the Academic Conference, former President of Mongolia Ochirbat Punsalmaa, State Prize Laureate Narangerel Sodovsuren, The Asia Foundation’s Country Representative in Mongolia Sara Taylor, and Hero of Mongolia Bat-Uul Erdene delivered presentations. The presenters emphasized Chimid Byaraa’s legacy, focusing on his role in drafting and adopting the democratic Constitution of Mongolia, his approach to introducing amendments to the Constitution, his contributions to Mongolian legal sciences and legal education, and the peaceful and successful conduct of Mongolia’s democratic revolution in 1990.
