Regulations on Providing Scholarships, Loans, and Grants for Students of Higher Education Institutions Revised

Ulaanbaatar, April 30, 2025 /MONTSAME/. During its regular session on April 30, 2025, the Cabinet of Mongolia approved the revised version of the Regulation on Providing Scholarships, Loans, and Grants for Students of Higher Education Institutions, and Minister of Education of Mongolia Naranbayar Purevsuren was instructed to include the funds required into the State Budget of each year, and monitor the spending of these funds and provide oversight and management for the implementation of the Regulation.
The amendments are expected both to support the capacity of domestic higher-education institutions and to create conditions under which highly educated young people can study abroad and then return to live and work in Mongolia. Starting in 2026, the Education Loan Fund (ELF) will deliver its existing bachelor-level loans for study at leading international universities through a “2+2” program structure, and it will also introduce loans for master’s and doctoral study abroad.
Article 15.6 of the Law on the Rights of Persons with Disabilities stipulates that the Educational Loan Fund should cover the costs of sub-bachelor, bachelor's, master's, and doctoral degree programs for citizens with disabilities who obtained the right to study at domestic and foreign universities and colleges. To implement this, the revised regulation replaces the former quota system with a new measure that funds persons with disabilities who receive offers from the world’s top universities. In the 2024–2025 academic year, 436 students with disabilities are enrolled in domestic universities.
The Law on Herders stipulates that one child of a herder who has worked continuously for at least 10 years will be provided with a scholarship to study in animal husbandry, nutrition, and pasture studies in public higher education institutions. The revised Regulation outlines that scholarships will be granted to eligible persons stipulated in the Law on Herders. This scholarship is planned to be provided starting from September 2025.
