279.9 Thousand Legal Entities Registered in Statistical Business Register Database

Ulaanbaatar, October 23, 2025 /MONTSAME/. As of the first nine months of 2025, a total of 279.9 thousand legal entities have been registered in the Statistical Business Register Database, according to the National Statistics Office of Mongolia.


This figure represents an increase of 29 thousand compared to the same period in 2024, and 8.6 thousand more than the previous quarter. Specifically, during the third quarter, 8.6 thousand legal entities were newly registered, while 0.3 thousand entities were dissolved.


Of the total registered legal entities, 216.8 thousand are companies, 34.7 thousand are non-governmental organizations (NGOs), 15.2 thousand are cooperatives, 5.6 thousand are partnerships, 5.0 thousand are budgetary organizations, and 2.6 thousand are state-owned enterprises (SOEs), locally-owned enterprises (LOEs), and other forms of organizations.


By regional distribution, 72.2 percent of all registered legal entities are located in Ulaanbaatar city, 9.4 percent in the Central region, 8.3 percent in the Khangai region, 6.7 percent (or 18,700) in the Western region, and 3.4 percent in the Eastern region.


In terms of aimags, Khovd, Orkhon, Darkhan-Uul, Umnugobi, and Selenge each have between 5,200 and 6,000 registered entities. Meanwhile, Gobi-Altai, Dundgobi, Sukhbaatar, and Gobisumber aimags have between 0.8 and 2.3 thousand registered entities.


Among the 279.9 thousand registered legal entities, 41.1 percent are operating normally, while 58.9 percent are not engaged in any activity. Of those not operating, 60.0 percent have temporarily suspended operations, and the remaining 40.0 percent have not yet commenced operations for other reasons.


By employment size, group among active entities:

  • Entities with 1–9 employees account for 86.7 percent,
  • 10–19 employees6.0 percent,
  • 20–49 employees4.7 percent,
  • 50 or more employees2.6 percent.

The share of operating entities with 1–9 employees has increased by 0.9 percentage points compared to the same period in 2024.


The Statistical Business Register Database includes information such as the name, address, registration number, assets, production, and service volume (income and fixed assets), number of employees, wages, and economic sector classification of enterprises and organizations.
