Obligations given to Meteorology Institute and GASI

Ulaanbaatar /MONTSAME/ At the “Hour for solutions” weekly meeting on Wednesday, the Premier Ch.Saikhanbileg convened authorities of the Meteorology Institute and the General Agency for Specialized Inspection (GASI) to give them obligations.

Underlining an importance of providing people with scientifically-proven accurate forecast of weather,  the Premier said it is time to ensure a preparation for the 2016 spring planting and the lambing time. “Weather forecast and its accuracy must be accurate for herders and farmers,” he noted. Saikhanbileg also criticized inaccurate long-term weather forecast, adding that the accuracy rate of weather in Mongolia has shown some 50 percent. “The Meteorology Institute reported that last year’s snow fall would become higher than the multi-year average. It was false, the last year winter's snowfall was not of any significance," he said.

In turn, the institute’s head D.Tsogt-Ochir said the rate of accuracy shows above 90 percent in short-term weather forecast. A total of 316 meteorology stations operate across the country, 150 of them are automatic, "it has been vital to make all the devices automatic".

The Meteorology Institute head said they issued a document on possible risk of dzud disaster based on summer and winter conditions, number of livestock and pasture capability. "Accordingly,  measures will be taken by the National Emergency Management Agency (NEMA) for delivering hay and fodder and deploying force".

Saying that Ulaanbaatar has one radar station, Tsogt-Ochir emphasized a requirement of making this station a nationally-level network. He added that utilization of supercomputers in the weather forecast system has been overloaded, so investments are needed for their renovation.

After the reports, the Premier ordered the Meteorology Institute to prepare feasibilities for erecting the built-up radar network, making the 316 stations automatic, expanding capability of the supercomputers, and to present this work to the cabinet.

Another obligation was given to the institute’s head to constantly provide people in remote areas with reliable weather forecast and to augment a number of electric boards that deliver forecast together with the NEMA.

The Premier also presented a new order on appointing Sharavdorj Tserenkhuu the acting head of the General Agency for Specialized Inspection (GASI). He obliged the new head to manage the agency with a current full composition of staffers without new appointments and to manage meat and leather exports without any delay, and to present results to the cabinet.
