President Kh.Batttulga sends proposal to announce state of emergency

Ulaanbaatar /MONTSAME/ President of Mongolia Kh.Battulga has sent an official letter to Speaker M.Enkhbold proposing to announce State of Emergency to fight against air pollution. The President delivered report on it to journalists on December 28.
The President stressed serious influence of air pollution to the citizens’ health, and numerous complaints and recommendations on it. Therefore President Kh.Battulga considers it proper to announce State of Emergency to pay special attention and intensify actions against air pollution and the Parliament should announce State of Emergency as having the right.

In his official letter the President recommended the Parliament to create legal environment so that emergency state diciplines/order are adhered considering air, water and soil pollution reached disaster level, to set disaster regions, to improve legal environment regarding evacuation, to restoration and re-planning, to amend related laws, to evacuate state administrative organizations and universities as well as their infrastructure facilities and to ensure participation, collaboration of citizens, organizations and public monitoring.
Moreover the President advised the Government to formulate drafts of laws, regulations and programs regarding the above mentioned issues within February 20, 2018 and to submit them to the Parliament, and formulate national program to reduce air pollution and environmental pollution with detailed plans, reflecting each organization, agency, institution and official responsible for the implementation, implementing terms and financing resources.
