Parliament Accepts President’s Partial Veto on ‘Gold-3’ Campaign

Ulaanbaatar, September 25, 2025 /MONTSAME/. The State Great Khural (Parliament) discussed
and accepted President Khurelshukh Ukhaa’s partial veto on the “Some Measures to Implement the ‘Gold-3’ Campaign” resolution at the Parliament session on
September 24, 2025.
The President’s veto
got support from 74.5 percent of attending Parliament Members. The President reasoned, “We must increase the number of specially
protected areas and pursue a policy of protecting the environment. Although
increasing the Sovereign Wealth Fund is important, the campaign created the
legal conditions to reduce the size of areas under state special protection by
changing their boundaries to include major gold deposits in economic
circulation.
In line
with the Mongolian state policy, territories of unique
natural zones, original landscapes, rare formations, historical, cultural,
scientific, and ecological significance are taken under state special
protection to guarantee every present and future citizen the right to live in a
healthy and safe environment. Moreover, according to
the National Security Concept of Mongolia, keeping ecological safety, balance,
the protection of natural forests and water sources, and combating desertification are
an important part of national security, and the area
with extremely rare, endangered, and ecosystem-specific species and plants will
be placed under special state protection, and biotechnical methods can be used
to improve the habitat.
Thus, the state policy on the environment must be consistent in increasing the size of areas under state special protection.”
