Ministry of Finance to cooperate with UNDP
EconomyUlaanbaatar /MONTSAME/ Today,
United Nations Development Programme (UNDP) signed a memorandum of
understanding (MOU) with the Ministry of Finance of Mongolia to establish
a partnership and collaboration on implementation of
the medium-term Public Finance Management Reform in Mongolia, including
budgeting for SDGs or program-based budgeting process, to accelerate the
Sustainable Development Agenda 2030 in Mongolia.
The MOU has been signed by
Mr. Ch.Khurelbaatar, Finance Minsiter and Ms.Elaine Conkievich, UNDP Resident
Representative in Mongolia.
Under the MOU, priority
areas for collaboration will be to advance the medium-term public finance
reform, particularly, to improve strategic resource allocation and
macroeconomic management by strengthening the effectiveness and efficiency of
public expenditures to achieve development goals, objectives, and
priorities to foster the sustainable and inclusive growth in Mongolia. UNDP
will assist Ministry of Finance to improve transparency and accountability in
public finance management, and to establish an integrated national financing
framework to accelerate the implementation of Mongolia's Sustainable
Development Vision and SDGs.
"International experiences have
demonstrated that complementary reforms to public finance reform such as HR and
civil service are required to underpin a transition from incremental and
output-oriented planning, budgeting and management practices towards an outcome-oriented
focus or program-based budgeting," said Ms. Conkievich. "We
thank the Finance Minister for the level of commitment to accelerate progress
on the Sustainable Development Goals and for a development that leaves no one
behind."
