State budget amendment discussed

Ulaanbaatar /MONTSAME/ On October 18, the Parliamentary Standing Committee on Economy made a second discussion of draft amendments to the Law on 2017 State Budget and the Law on 2017 budget of Social Insurance Fund.

During the discussion, MPs inquired whether the amendment includes issues, such as increasing a percentage of child benefits distribution, seeking resolutions to raise salaries of teachers and physicians by means of distributing incentives or one-time benefits, or reducing health insurance fee rate.

In response, the working group introduced that the State Budget amendment sets to distribute a child benefit to all children till next year, for which MNT104.5 billion has been budgeted.  With a purpose to improve health insurance sufficiency and relieve financial burdens of citizens to get health services, the budget amendment includes a total of MNT19 billion to finance high-cost surgical service, the conduction of screening Hepatitis C virus within the National Program ‘Hepatitis Free Mongolia’ and health care services that are being expanded or have just started operations.

Regarding the health insurance fee, the working group said it is working to take certain measures to reduce the fee rate in 2018.  

The discussion ended, making a decision to deliver a conclusion of the meeting to the Standing Committee on Budget and to set up a Working Group responsible for preparing the Bills for parliament’s consideration.
